In conclusion, strategic Human Resources for State Government is a leadership Issue. HR leadership may craft a wonderful strategic plan, but if legislators and/or program leaders don’t support the investments needed to execute on it progress will come to a halt. Recognizing that a strong HR strategy has never been a plank in any politician’s platform, do the research to ensure that you understand each business leader’s pain points, then establish empathy and align your strategy toward addressing them. When new leadership arrives, take the opportunity to get them on board. You will have a very short window to establish your HR organization’s competence, deliver your message, get buy-in and make some initial progress. Champion change – but pick your battles, make a stand, and don’t be afraid to make the hard prioritization decisions.
