The number of employees on Christchurch City Council's payroll has increased by 241 this year, despite extensive restructuring. The council has partly attributed the increase to a new strategy of establishing permanent roles rather than engaging contractors. Some 3236 people were employed by the council on June 30, up from 2995 the same time the previous year, according to the council's 2016 annual report.
